If publishers believe books make big money then they'll be more willing to pick up things that wouldn't otherwise make the cut especially since nowadays most writers are turning to the internet instead of trying to pitch their novels to every book company like some cheap whore.
Actually the primary reason (although the lighter weight and higher flexibility did factor into it) was that most of the males were already at war, fighting with their own improvised weapons against invading forces directly, it was mostly those who were considered not fit for the battlefield that chose to take up as Ninja.
