Because back in the days of cel animation, they took the time and effort to make things look good. Computer animation has ruined all animation forever.
There was plenty of shitty animation back then too. If you took a completely random anime from back then and a completely random one now the one now would probably look better. It's only due to extreme cherry picking that shit like OP pic is possible. You can find plenty of recent stuff that makes the stuff there look like dogshit as well if you wanted to.
