Is this ok for reading manga / watching anime on the go? I keep hearing how the screen is too small, but it can play mkv files

I would recommend an Apple iPad Air with Retina Display. It's the only tablet worth owning.
I've been using my Nexus 7 for the last year. Mango is the app I currently use, and it seems to work fine for manga. I would 100% recommend this to anyone who wants to read.
As for watching, I'm pretty sure MXplayer or one of those things works pretty well, however I don't watch anime on my tablet.

While 10" would be nice for screen size, you may need to make sure that holding a 10" tablet would be comfortable. I prefer the 7" tablet due to it feeling more like a book.

So, go for a 7".
i tried reading berserk which is more detailed than most mangas, and i have to say that i do prefer watching it on the galaxy tab 10", as you may need to zoom small panels on the nexus 7 to more easily see the details, however once you get used to it it's pretty fast to maneuver, so you don't really mind that much.
Definitely easier to hold in your than the 10" too.
If you're looking for a the lowest budget. Then 7" passes.
I have Nexus 7, it's great device for manga and panda even occasional DeadFish 720. After a year I must admit that I'd rather take that 3 more inches for slightly more comfortable reading.

You can play mkv files on iOS as well if you transfer them via wifi with the VLC app, if that matters. The 2013 N7 is still pretty great for its price though.
Size is bit smaller than normal manga page but it's readable. I don't really use it to read manga but it should be ok since resolution is good.

iOS sends back shittons of "usage data" (more than most people would really be comfortable with), same as Android, and both Google and Apple's internal networks were deliberately targetted by the NSA with the intent of tapping it. As well as all the complicit shit both companies were doing, the NSA was deliberately intercepting their internal private networks between datacenters to harvest sensitive information that was being sent in unencrypted formats. Google has since raced to encrypt these links, but Apple never acknowleges when there is a published security breach in order to keep media noise down and preserve their semi-fictitious rep for security, so who fucking knows with them. If its anywhere it'll be buried under marketing gobbledegook in some insipid press release.

for anime best video player for Android is XBMC nighty. Full screen support only for Kitkat though

That's what i did, spread out eventually but mostly use it for manga and LNs still.
I would say go for a Nook HD+ for this purpose. It's relatively cheap (you can get one refurbished for around $120, or $150-ish for new) has a bigger screen than the Nexus 7, and works great for the things you described. Do probably want to install custom firmware on it but this is very easy to do, and once you do it's a great tablet for the price.
Poorfag here. I recently ordered myself my very 1st tablet. An Ultratab Jazz C725. I know VERY WELL that it doesn't even come close to the specs that a Nexus 7 has which is the the tablet i want the most, but beggars can't be choosers. Just wanted to ask what would be the best video file format to use on it so as to not have it freeze or crash on me? I do plan on installing the Lightning Launcher" app to help speed it up if that helps any.
Don't read books on anything but e-ink, and 10 is too big to hold comfortably while reading. Most e-readers are 6" and great for books. One inch too small for manga based on my experience though.
