Could be due to whatever Sea God is doing underwater - which would mean that anybody exposed could aquire Ena? - or to Miuna real mother being a sea person (iirc)...or both the things.
Probably this will be a important part of upcoming episodes, the first half spent a lot of time fleshing out the separation between land and water, and talking about population undersea decreasing more and more - if now surface or hybrid people can aquire Ena out of nowhere, that's a quite huge thing.

This show is seriously good post-timeskip. I think I also like the first half of the show better now as a result.

The first half served very well in terms of fleshing out the setting, the characters and the relationships between them - which is a good thing especially now than shit just got real - but too little was happening plot-wise imo.
The good thing is that, having spent about 10 episodes just to tell in depth setting, characters and relationship, the second cour has extremely solid foundations and is looking to be great.
The first half is always have been good for me and it was a good setup for the second half.
It feels like we've been watching the world itself grow up, and now it's a solid place with a lot of history behind it. I really like how the world and character building was executed here, or rather that it was actually meaningful rather than just throwaway drama there to fill space.
Of course this is >Okada so there's still time for things to go wrong, but I'm unusually hopeful in this particular case.
