I assume you haven't even seen Excel Saga with the original Japanese cast for you to be making such ridiculous claim, because if you had, you would know that Mitsuishi Kotono's performance as Excel was absolutely fantastic and to discredit it by even suggesting the dub actor of Excel and the rest of the cast were even 1/10th as good is moronic.

I'm suddenly in the mood to rewatch Excel Saga. I wish I could read the manga. Is the whole thing online anywhere at all? I haven't been able to find it and it's not at any bookstores or library near me either.

But seriously, read the Excel Saga manga. It's different, and some people like it better. It's more focused on social commentary than parodies, and has interesting exploration at other characters.

I think it's the level of effort they put into the dubs. Yes, when ADV got their hands on it, it tended to disappear down a hole forever, but if they ever came out with it, you could count on all the OSTs being converted to english songs and etc too. They were too thorough for their own good.
Just a reminder:
The best dub is still worse than even the worst sub.
Partially survival of the fittest memory. We forget shitty anime dubs, losing them to the streams of time, while we're swarmed with both good and bad dubs today. You cannot tell me that the dub of Project A-Ko is any good.
Another factor is money. Dubbing companies were a lot more stable back then, while many companies have closed down now.
Thirdly, back then, people didn't care about accuracy as much as entertainment. We got stuff like Samurai Pizza Cats because dubbers both respected the original work and were willing to modify it to suit a wider audience. Think about how the dub of FLCL replaced a gimmicky Japanese soda with Crystal Pepsi, or how Ranma 1/2's dub replaced Japanese poetry quotes with Shakespeare quotes. They got the meaning across better by straying ever-so-slightly from the source, instead of being 100% devoted to reproducing every single element accurately.
Fourthly, more dubs were done in Canada, land of the free, true patriot love, glowing hearts, maple leaf forever, God save the Queen.
