It starts like a pretty questionable show if you are fan of Blade Runner and other classic sci-fi / cyberpunk works. I fucking dropped it after 4 episodes because I was disappointed. Especially those pistols made me puke a little.
It develops pretty damn well, it actually gets better in every possible way and characters (not all of them, but some) are developing as well.
Also, one major plot for 24 episodes. It's fucking rare today to see a major story like that. All those 12-episodes shows are no match for this.

Reasonably, Sybil at the beginning wasn't the same thing we saw in the show. The criminal brain system was probably introduced later and for obvious reasons hidden from society. Worse crimes have been hidden by governments over the years.

I feel like all of the characters' stories have been told, they submitted to their preordained fates and the bad guy (Sybil) won. The ending emphasizes that by showing the cycle of the system go on with the newbies taking the place of their seniors, and the seniors had been used like resources then discarded.
Sybil was definitely the bad guy because nobody was truly happy. They were just kept in a state of naivety where suffering was unknown to them. Why does witnessing a crime make someone's crime coefficient go up? I've seen footage on the internet aplenty and I'm still non-violent. It's only bad because they lose their naivety that Sybil needs.
Sybil was also only doing it out of self-preservation, especially since it was still a living being made of brains. Makishima was the true good guy but he lost in the end.

I think you fail to realize that his entire point is that the system has taken away both decision-making and natural inhibition in certain skills. Akane had no idea what to do in the situation because she's never encountered something like him before and he taunts her with it proving why he is correct. Enforcers frequently make a habit out of shooting or killing people in other ways and his results in some lives that could be saved being lost, as seen in the first episode. Inspectors are there to supervise that and otherwise stop Enforcers from escalating the situation into one requiring elimination, as seen with faggot Sasayama.
