Japan's rehabilitation of Cao Cao was a popular in literary circles in Japan several decades before the anime industry even started. Don't believe Urobutcher's lies.
They don't need some sort of weapon. They just need to have accomplish great feats in life and be revered in legends after their death.

Urobuchi has good taste. The historical Cao Cao was the hero the country needed, but Liu Bei and the Sun family just had to be party poopers.

Archer, probably. Great bow of Odysseus, but he also wielded several spears and a sword at varying points.
Probably has boatloads of skills, being a genius hero-king and all. In exchange for only having a weak noble phantasm at best.
Skillset would be crazy like:
Librarian of Stored Knowledge, Military Tactics, Charisma, Mind's Eye (True), Subversive Activities, and possibly a low rank of Bravery (seems to be a greek thing to have, at least).
Noble Phantasm would probably be something like: Nobody ~ One Who Blinds You:
