That depends how old he is. Because of the unusual storytelling method it takes some patience to get into and you really have to pay close attention to the time periods.

In terms of Powerlevels, Baccano is anon level, where as it seems your brother is still at beginner/apprentice level. It might be too big of a leap for him. But if what you say is true and he does want to "level up", seriously guage his intelligence and opinions about art and shit before showing it to him.

This was about the age I started watching Fullmetal Alchemist, and was completely able to enjoy it.
In my opinion, you might want to consider suggesting that to him first, since the jump from mind-numbingly stupid Bleach to confusing as shit but awesome Baccano! might be a bit of a quality and narrative jump and won't allow him to appreciate Baccano! for all it's worth. Fullmetal Alchemist seems like a nice medium-rider anime for his next step into stuff that isn't shit.

I wouldn't say he is an artfag, but he is able to appreciate something like that I think. He's pretty mature for his age, but he does still have some trappings of the early teenager.
That's not coming up on Wikipedia, but I'm going to go ahead and guess it's another CRAZY-LOOKING animation style like Mind Game that allows elitists to say anything that's unique or unusual is automatically good, and things like Baccano!, Clannad and the like are COMPLETELY DEVOID OF "ART" because they're main-steam and not screamingly unrealistic or unusual in their art-style.
Artfags prefer Dennou Coil or Gurren-Lagann to Baccano.

Baccano! may not have had a ZOMG CRAZY art-style or have looked ZOMG UNLIKE ANY THING OR STYLE WE'VE EVER SEEN BEFORE, but it was well done and had exceptionally good animation, with vibrant, expressive characters, graphic violence and smooth, eye-enthrealling action-scenes.

Nothing was anywhere near Dennou Coil. Mononoke was the more creative, Dennou Coil the more technically accomplished, Gurren-Lagann the in-between.
Not even, half the threads on /a/ about Baccano were filled with fangirlism. It's obviously that kind of show.
That said, I liked it enough to watch it all, but didn't think it was very much special. Some people seem to worship it for the sole purpose of having something violent and ostensibly complex that isn't GL to praise. That said, as an entry-level series for a CN viewing 15 year old it'd be great.

Was Luck the demon? I kinda got that impression at the end of episode 8 when he says "maa ii" just like the demon and also his sneaky attitude in the very last episode. But maybe I'm way off.
