I use a fairly expensive 30$ package for usenet and VPN through giganews. I know you can get it cheaper nowadays but I figure I'll keep the subscription so long as I don't have to worry about what I download from where.
You can get a decent VPN for 5-10 bux depending on what bandwidth you want.

Seems weird that an apartment would block nyaa, are they handling your internet? Call up your isp and talk to them about it. If it is blocked non negotiably rent a dedicated/virtual server and run it as a seedbox
