I went in expecting Bebop and am pleased because they're completely different.
Bebop is a shit show.
It's basically a send up to the old school 50's style science fiction. It's not meant to be serious, or deep, or anything of the sort.
It's just supposed to be mindless fun, which is what it largely is. Boobie monsters, food from the end of the universe, statue of liberty head with a ball gag in it, you get the point.
Just... turn your brain off for this one.
And the only fucking reason this was given a simuldub and so much hype is because of Cowboy Bebop alone. FUNi and Toonami want Cowboy Bebop 2.0 so they can replay it until 2025.

The first episode sucks all around, the other two seem like just side show episodes although they are actually funny in parts. Episode 3 in particular is pretty decent as a stand alone joke episode but honestly the series should be focusing on developing some story or at least a hint of overarching plot at this point. Dandy hasn't even acknowledged or noticed the fact that he's being followed by a huge alien fleet but they're still in every episode despite not even being relevant in them.

Those aspects can not support a full series. A 10 minute short is fine.
Magic Witch Academia and Redline went for similar approaches. Studio wanted to show off their style and animation. The characters and stories were simple but told well enough that it wasn't boring nor insulting and held interest enough for you to invest into the main attraction.
This show is like something MARATHON would make.

The appeal is that it's dumb and zany. It's basically just an exercise in absurdity. Not every anime has to be a serious, plot-heavy masterpiece or a gripping character driven tale. Space Dandy won't ever be a masterpiece or anything, but it's the kind of thing you can just enjoy for its face value.
It's basically the perfect fusion of Cowboy Bebop and Johny Bravo, with good production values.
And in that field it is very good.
