Man, I've been getting some bad color banding and noise lately in animu. I'd say it's bad encodes, but it happens in almost all releases, regardless of sub group. Even switched back and forth between CCCP/K-Lite just to make sure it wasn't an odd setting.
Think it may have started around when I updated my Catalyst drivers from 12.10 to 13.12 but I'm not sure if that's the issue. Any tips?

Post some non-CR examples then.
Give me a few, need to find a dark scene where it's fairly. noticable
what if you're computer can't handle the new drivers ? had a similar problem but with games, had to get old drivers
No banding or issues with games/images or streaming video. It's way more noticeable in HS' shitty encodes, but it's still there in others for sure. Couldn't find a great example right now, but there's some nastiness going on in the middle of the jacket in this screenshot. This shot was way worse with HS, though, so maybe I should stop being impatient and stop using their releases.
Do you have some video "enhancements" turned on in your GPU drivers?

Mine looks fine. Or at least not as bad as yours.
Man... install madVR. Also, since we're at it, a new version came out that has a debanding algorithm. Be sure to enable it.
Double check that the video "enhancements" are really disabled. Check that you don't have any post-processing shaders enabled (under Shaders, right below filters in the right-click menu).
Only thing that is on is the deinterlacing since the slider doesn't let you turn it off altogether.
And here's the shaders dropdown, don't think I have any on. (I'm using random videos here just to look at settings, none to show examples or anything.)
I'll give that shot after work. Thought it came bundled with K-Lite, but I wasn't sure(And didn't check) Have to go for now, but thanks for the tips, dudes. Hopefully I can get it sorted out.
You could try using madVR then. And just to be sure, check that the filters are the same as >>100834343 when you're playing a Hi10P video (i.e. any non-HS release, like that FFF's Noragami for example). CR rips look bad anyway but there's clearly something wrong with your playback.
Uninstall any codec packs and MPC-HC.
Install CCCP, and use the included MPC-HC.
Install madVR, and set as renderer in MPC-HC options -> output.
