Why doesn't Japan ever make a serious made cafe anime or manga?

Why don't they make OTHER themed cafe anime/manga, like little sisters, shrine girls or cleaning ladies?

Why don't they create maid cafes based in Hong Kong, Taiwan, Singapore or Mexico?

I just want something different with this theme, I'm really sick of seeing the same unfunny maid cafe anime/mangas

1. Anime & manga are rarely if ever sirius in any way.
2. Why would those be any better settings than the boring maid cafe?
3. They don't make ANYTHING based on those countries.

I like maids but christ, they need not be the central theme to a series.

That's embarrassing though, Taiwan, Hong Kong and Singapore should be in the lead, they were the ones that even copied Japan for a long time, yet always failed miserably. While Mexico started late and was able to have a successful business
