Well obviously it was a fuck up which is only one of many in the shit stain known as part 5. I could explain it however that it merely evolved Giorno's stand and gave him one of his other abilities that just manifested as a poor explanation of "giving life", like the retarded way he heals people.
Given that Gold Experience has a really poorly defined power set that changes and evolves throughout part 5 you could probably explain it away by that.
He wasn't worthy. The arrow seeks the person when he's worthy.
The simplest answer is that that arrow had already pierced many people and it didn't have enough power left to give a requiem to a stand

Araki makes things up as he goes along depending on what he thinks is cool and is willing to ignore story inconsistencies if they conflict with that.

Unworthy people aren't unaffected by the Arrow. They die because they get stands that go berserk. Giorno didn't do so. He was simply unaffected by it. Which means that Araki hadn't come up with the idea of Requiem stands when he wrote that chapter.

And there's no reason to think that Jojos develop stands more easily than other people. Hell, they need the Arrow to do so (even if it's indirect), while other people such as Polnareff develop then naturally.

I said that there are inconsistencies, which overall don't matter. Not even Dio's comeback at the beginning of part 3 matters, Araki could have written it anyway he wanted (like the guys just finding the head intact).
All we've seen indicates that JoJos develop stands genetically, so saying that a simple contact with the arrow would activate the stand isn't a leap. And unless I'm omitting other shit in part 6 we've never seen any other person just get grazed by the arrow and still develop a stand.
