Making manga is easier, so more people will make it, so you will have to compete with more people to be noticed. Making an anime you are part of a smaller pool so you don't have to try as hard, provided you have the resources to actually pull it off.

It depends on the anime. The Haganai anime is inferior to the manga, the Hataraku Maou-sama anime is superior to the manga, the Maoyuu anime is inferior to the manga, etc etc.
