Who's less relevant at this point? Zura, Sakamoto, or Takasugi?
Well Takasugi is one of the main threats to the protagonists and he has a hand in basically every major incident so its hard to call him irrelevant.
Sakamoto is in his highest point so i'd say that right now Zura is the less relevant, but i feel he has more chance of sticking in in later arcs than Sakamoto does
I mean for one Zura was a character in the movie

Zura is a major supporting character on the level of the Shinsengumi. He's often Kondo's counterpart when they do those common Yorozuya vs. Shinsengumi stories. So he's more important than Sakamoto, though he's gotten stuck on standby during serious arcs waaaaay more than you'd expect from a leader of the Joui.
Often, but this seemed a lot like the way that he acts with Hijikata.
Yeah, he pretty much mess around with anyone. Still, it's pretty neat to see their interactions back in the war era.

Nice. I only read the serious arcs of Gintama because the comedic one-shots are too tiring to read.
He really should've been in that arc in some way, though it was admittedly getting crowded with characters.
I don't think it's a serious arc. It explores Sakamoto's backstory, but doesn't look like it'll be serious.
