This is my concern on how they can mess up. If they dont establish the parameters of the main characters' abilities, expect trainwrecks and ass-pulls.

I am guessing that the Academy's scoring system takes more into account than the power and its activation requirements. Stuff like how often/long it can remain active, cooldown, or whatever probably plays a role in ranking as well.

Probably underwent some kind of test to see if he had the potential to be one, most likely he can be one but just never discovered what triggers his power.
One has to imagine what they did to those poor kids to figure out which one worked, there had to be a lot of trial and error.
They can test for 'potential' but they can't do anything about the actual power or the trigger action. They just sort of round them up, put them through stupid drills and exercises and hope for the best.
