Araki decided his stand was OP as shit and wrote him out of the story. His story continues in the novels but I agree it was very poorly handled in the manga.

White album, Gold experience requiem, King crimson, Notorious B.I.G and Metallica. I think his stand was strong but compared to other characters in part 5 he was nothing special
It's not that it was OP, it's more because it was so cheap and non-versatile.
It's not just being overpowered, but also that it's likely too hard to write good fights for. King Crimson lead to countless shenanigans, Metallica was hilariously unconventional for how generic "magnetism" sounds as a superpower and Notorious BIG isn't overpowered when you consider it requires you to die before it activates.
Actually let's talk about that for a second, because like most things in part 5 it makes absolutely no sense. How did he or anyone even know he was a stand user when he never actually used his stand? On top of that how did they figure out it would activate once he dies?
Notorious B.I.G is kinda like King Crimson, just don't think about it and how it works, it just does.
Maybe he just knew it. Like Trisha for example.
Most of stands are pretty obscure to find out anyway.
Part 5 was weak but entertaining.
Notorious BIG is straight forward though.

I don't think it's dumb to assume people just learn what their stand does when they gain it.
Some stands are way too random/specific to think people found out through trial and error.
Maybe he was a normal mafioso that Diavolo wanted to kill and just before he dealt the killing blow he saw Notorious B.I.G. with Epitaph, which let's him see 10 seconds in the future

You did. The Cheap Trick guy didn't know he had a stand, wasn't powerful enough to actually materialize it, so he just internalized its whisperings as a complex.
