This is because their eyes, being so slanted, automatically remove certain wave frequencies; think of it as always having sunglasses on, but instead of darkening everything, they just remove certain colors.
This was a common problem when Japan was first contacted by westerners a la Admiral Perry. Many small wars broke out, where one party would accuse the other of trying to scam them out of the use of precious inks by claiming a garment was blue or purple or whatever.
One famous example was when a shogunate's kingdom was burnt to the ground, after he offered and sent a wealthy officer's daughter a kimono as a gesture of goodwill, in the colors of their family's crest (blue and yellow). It came out black and and tan, and the officer was so offended, that he reportedly personally murdered the shogun with a bayonet he had painted blue.

They can see shades more readily than they can distinguish between colors. As was mentioned, Love Lab has a soft color palette; it's tinted compared to something like Watamote. However, it is difficult to impossible for most Asians to distinguish between a light blue and a light gray.
Also, due to western influence, and the rage of western marketers at the odd hair colors and eye tones, the Japanese have become aware of their problem, and usually try to overcome their color-sensing issues by carrying portable spectrometers with them in their pocket (This shoots a laser beam briefly at a surface, and measures the wavelength of the reflected light; a small screen denotes the number and popular term for the color). These are usually called " Manga guns" informally.
Love Lab, purely a production for otaku in Japan, and not meant for western eyes, was produced entirely without these spectrometers, or with western eyes overseeing them.
One exception, I might add, to this color thing is red; Asians can see red much better than most, because of it's lower-frequency. It's why everything in China is red, and why the Japanese flag is just white with a red spot on it.

It's certainly in the blue spectrum, but very close to black on the hue chart. And that's just because it allows for shading and outline definition in the lineart. And IMHO pure black would look out of place in a show with a color palette that is otherwise lighter/pastel colors. The alternative is to use white/grey as the outline color.
This is why characters with white/silver hair in anime often have a light blue tint to it.
Here's another example: Kagari in WcW also has black hair, but as you can see, it uses a dark blue as the midtone.
