Impossible. Reaction speed is a skill to be trained. This is a little bit of speculation on my part because they never state it outright, but since attack speed is a common trait in games I would assume it hold true here.

Reactions speed has more to do with reflexes and shit.
This is a game where reflexes and attack speed are synonymous because your body is the controller and the avatar, and since you aren't using a physical body speed must then be controlled by a stat.
It's never stated otherwise. Working off what we know, it's a logical conclusion.
