Because she has the monopoly over that rural zone. So if the villagers want to buy any of her goods they have to buy from her unless they want to travel a shitload of distance just to get some candy. Not to mention that half of the characters seem to be large state owners, so she could lease their fields to give her enough money to make it for a life.
Then again it could also be a front for a yakuza's loli raping dungeon.

If you actually watch that scene, it's pretty obvious that equipment rental isn't a significant portion of of her income. It's just one of many odd jobs she performs because she's desperate for money.
Plus, think about it: how farmers really going to be in need of ski equipment?
