I wouldn't say there is an indeed objective quality in art. Even in the centuries of human observation, trial and error there are still opposing ideas, methods, movements, ideas and concepts.
There is a concept of quality for sure, but it'll be subjective. This means with your own subjective ideas of what is quality art, you might be able to say "this show is really good, I didn't like it personally because it's not my style but from my opinion it's of high quality".
There are universal criteria but their interpretation is still subjective. You could say you consider that aesthetics of an anime are very well worked with notable efforts on the colors, and lights, but that you aren't sensible to it, and disliked it even though you consider it good. It's still subjective no matter what.
Art IS subjective because, different people find different art styles appealing.
You can't deny someone will find the left picture more appealing than right. You will probably call them retards, but are you sure you are the one to dictate someone's taste?
All you can do, after all, is to rate the quality(as you pointed out), but never the style itself.

No, even when you judge it regardless of you appreciation of it, it's still going to be fucking subjective. It's just two different kinds of subjectiveness, about how you judge the quality of it, and about how you liked/appreciated/enjoyed it.
You are beyond retarded if you think you can "objectively" judge something. Sure, decades of observation gave us general rules and universal criteria, but it's still down to your own opinion on how you judge the work depending on these rules and criteria.
There is no objective way to say that a scene in an anime or movie is well composed, you can judge, subjectively, that it's well composed based on some criteria, but other criteria may oppose it as well. You are delusional to think you can judge art objectively. Judging in itself implies subjectiveness.
I'd like to add you can only judge objectively the technical parts of a movie, i.e. the frame per second or budget involved. Higher budget or smoother movement doesn't imply the series is objectively good though.
People often confuse objectivity with what the majority's opinion, without trying to understand the metaphysics behind the aesthetic.
