Actually, it's to save money and time on backgrounds. From above, they just have to put some pavement or grass or something there, like in OP pic, while a shot from the side would require an actual background with depth and buildings, possibly other people etc.
This way they can just put some simple background in there.
Shaft is such an awful studio and I hate them so much. SZS S1 and Madoka are the only shows of theirs that I like.

They've been doing top down shots for ages. Like, first season of HIdamari ages.
The specific skirt spin seems to have started with Bake though you could probably find an example in SZS or Ef.
