She dies multiple times and both brothers are in love with her, yeah. But some crazy shit goes on in between and they don't reincarnate as penguins.
And Himari stays alive and fine in the end after the world reset.

She died because she was picked for divine retribution on behalf of the actions of her "parents." Normally she wouldn't have shared that fate because those were Shouma's real parents and not hers, but Shouma had shared his fate with her to pull her out of the Child Broiler. There were plenty of kids that weren't "chosen" and simply died there instead.

No. The only scene where you might think this is when Kanba shares his fate with her to keep her alive as part of the survival strategy (seizon senryaku)

They're trying to keep her alive. They could have just let her die, but they're not assholes. Except maybe Kanba, but he's not an asshole to her.

They gave up the rest of their fate to her (the "fate" is the Penguindrum), to keep her alive. She would have still died eventually at that point, but Ringo use the fate transfer spell to transfer to a fate where she wasn't cursed. The downside to the fate transfer spell is that things change. Since she was never cursed, Kanba and Shouma still had fates, but they had never met her.
