I mean, the reason she didn't is because Shoko barged in and her xenophobic/hikkik tendencies kicked in. Haruto would never agree to work with him if Shoko had died. He'd hold him entirely responsible for her death and nothing would ever change his mind.
He'd probably just throw him out an airlock and get somebody else to pilot then.
Just like he did all the other times Haruto refused to cooperate and fucked up the plans.

Talking about if he could never get Haruto to agree to work with him if Shoko had really died. If he were that bull headed and as a result risked their viability I could see him offing him. He would have manipulated him somehow though.
Shoko x L-Elf forever
The problem was not what she did, but the zero effort put into the execution of it.
What she needed was the writers to take a bit of time to develop and resolve the drama properly. But of course that didn't happen because there were more important things to cover, like Q-Vier's undeservedly long death, 20 minutes of L-Elf pounding Haruto on the moon, and a wedding no one asked for or cared about.
I think in the end she would have been better off remaining as an inspiration motivation girl if they weren't planning on really doing much with her. Nanami would have been better off in her PM role.
They did not need a PM, just a representative because they were never a proper nation.
Between Shoko and Aniplex probably pulling the plug on the VVV project before the 2nd cour which made them rewrite it to shit in order to end it.
Not even the amazing Soundtrack that was selling really well saved it from its ultimate shitfilled demise.
It was always supposed to be a two cour anime.
Obviously it was but the way the first cour was going it was going to end at 24 with enough ambiguity for additional features. Instead, we get a clusterfuck of a rushed ending to try and tie up any loose ends.

Most of the epilogue was vague.
Most characters would have been better off if their blunders never happened. The problem with Shoko is everything from her owning up to her mistake, to atoning, to even a simple apology was done entirely offscreen. No attempt was made to bring her back in the good graces of the audience and then they had to gall to claim 'she's a hard character to write for' as if they even tried.
Original Sunrise series are always shit after a break.
Satomi would win the election, do actual good things for the Module instead of "YAY SCHOOL FESTIVAL YOLO". With help of L-Elf notes and planning, +40% students would still be alive.
After a couple of "I must do this for Shoko!" in the begining, Haruto would be forced to move on, with her out of the way to bother him and depress him for being a bakemono he would still be alive.
Jewbro's shipping would stop, he would live.
Saki would have a better chance with Haruto.
Akira would still be in her hole but Satomi-onii-chan would be the one to get her out.

The plot devices were Lieselotte and S2 Shoko. L-Elf was one of the few actually developed characters.
