He was extremely beta. The only reason he cared about Sakura is because she was Aoi's daughter, he went through the whole ordeal only to kill Tokiomi, save sakura and live happily ever after with Aoi.

Waver was able to pretty much learn everything about the war in one night at the library, so it's not like this shit was super secret or anything.
Kayneth was probably the strongest magi in the war, but he's not exactly like the top tier ones whose idea of fun is beating up Dead Apostle Ancestors with their bare hands.
It's also kind of strange that many of those ambitious Magi-Turned-Dead Apostle Ancestor didn't even try to use the grail for personal gain.
