He gets a power boost depending on how much money he's holding at the time. And since his passive power is to be able to buy units at a lower price, he usually does have extra cash if you're not retarded and playing as him.
He buys everything for a cheaper price and can save up his power to do what you saw in the .gif, which is basically giving all your units a buff for the amount of money you have on hand.
That's the point of what I was saying. He got a big power up from his gimmick, and then stayed right where he was.
Sure at the time he was pretty tough but he hasn't advanced at all since then. Meanwhile this episode we have Ryuuko steamrolling entire platoons of dudes, almost entirely on her own power. And they aren't just regular grunts either, as they've all been empowered by chunks of Senketsu.

Dual Strike was the best selling AW game. But then Intelligent Systems decided it was a good idea to totally revamp the franchise's look and tone. No one bought AW games for a gritty, realistic story. And it came off as silly anyway, but for the wrong reasons this time.
DoR sold poorly enough to kill off the entire franchise in one fell swoop.

Yeah, even up to the point she just defeats everyone on her own, even though THEY got a power-up by utilizing Senketsu. This is dangerously close to some "Ryuuko, it has always been only you! Yes, I transformed and changed my appearance, but the power was always coming from within you" bullshit.

If they knew it was Honnouji coming, they would've been prepared like Osaka.
The other 3 Devas took on a school while Sanageyama (was about to take over the school) turns out he had to take on an entire town and held his ground, if anything episode 14 proves that Sanageyama was more capable of handling the toughest school while the other 3 handled the easiest ones. And that's why Satsuki placed him in Osaka rather then someone else cause he was the strongest.

Having a good uniform doesn't make you a good fighter, they pretty much said this in the first fucking episode. The power up might make you win when your opponent doesn't have a power up as good as yours, but it still don't mean shit.
Monkey got pushed back into the city. He got rused, and overwhelmed. Mary Suesuki is here to save him now, but he pretty much lost decisively.
I thought the point was that he had pretty much beaten the school, and that's why the Rich guy brought the rest of the town into the battle.
He's also commanding the smallest force by far.
The disciplinary committee is only a few small squads of elite soldiers.
Monkey had the largest force, commanding all of the school sports clubs, which are basically the standard ground forces of the school and the largest group of clubs and students.
Toad did well because his target didn't have the resources to deal with the specializations of the disciplinary committee's tactics and uniforms, so they just steamrolled.
Monkey was just overwhelmed by a school that had greater numbers and more resources.
The battle seemed pretty back-and-forth. Uzu's forces got pushed into the city pretty quickly, but before Mr. Krabs called the Mercs/Civillians in, Uzu himself was doing well soloing Osaka's swordsmen and said he had everything but the interior of the school pretty much handled..
That's the nature of combat though. Very back-and-forth/messy. He was fucked once ZENI called in the civilians, though, which is why Satsuki is bailing his ass out.
This was an exercise to grow their commanding skills as well as a legitimate offensive, so i don't really count it against him that Satsuki is moving in to help now that shit's gone south. He was doing *alright* but Osaka pulled out all the stops way harder than Kobe or Kyoto did.
Osaka was fully aware that they would be attacked. That why they were the most well prepared.

In episode 13 sanageyama mentions having 11 squads, while Nonon had 18.
