She was excited to wear the landfag uniform, looked at the sun and wished to reach it, so when Tsumugu fished her up, she was granted her wish.
Hikari's overprotective ways scared her and made her unhappy until both grew up about it. On this note, Chisaki wanted to shoo Tsumugu so he wouldn't ruin their happy family and his words always caused a semi negative impact, but little by little, they overcame this. Manaka's and Chisaki's fears and phobias kept them from recognizing their greater attraction and wanted to reject it by latching on the comfortable object of their affections. That's how I am seeing what happened to them.
Now she has a new one. Which one would be: getting the boy or realizing family was all that mattered and that it was Manaka who preserved her family. This is important here. Miuna's love for the ocean, her need of a family, her resolution to protect Hikari's smile... can she really do it when all her answers lead to Manaka?

They had known each other for 14 years and throughout, while it may have been a childhood crush, they were basically in a protector/leader - protectee relationship. Then we had 13 episodes of Hikari maturing and deciding that he will support Manaka no matter what (well what do you know thats what Miuna is at right now) and Manaka becoming conflicted between Tsumugu and Hikari. Even more so, we cannot discount what the Ofunehiki is and that fact that the Sea God accepted Manaka as the sacrifice.
You're not allowing Miuna any chance for her feelings to mature through interactions with Hikari (which they will have hell of a lot more of this cour).
