SamFlam has gone to shit clearly, Heroman was mediocre at best, Zetman dragged on forever and became a convoluted mess, Tiger and Bunny was just homo and Fujoshi pandering. Why don't they just stick to keeping their superheroes tokusatsu only?

The superhero industry in Japan is quite booming, but ONLY in terms of live action. I don't know why their attempts at transferring the genre from live action to animation tends to be so mediocre considering they don't have nearly the constraints of real life filming but who knows.

Samumenco is very good if there wasn't the quality issues. It's just very hard to predict what happens next which makes it interesting.
None of them really stood out too much to me overall. I can't remember anything aside from Tsukasa's dickishness and Yusuke's yuselessness.

I like SamFlam, because unlike all the shows you mentioned, it isn't afraid to get crazy and it isn't afraid to get crazy fast; something that even western superhero comics are hesitant to do.
They still manage to put a lot of character stuff in for most of the cast with even the milquetoast lead getting more charming, though that's probably by virtue of everyone in-universe being just as frustrated with his naiveté as the audience, giving him a chance to address those concerns directly through his speech and actions.
The art direction has relatively few hiccups and the animation is shockingly consistent most of the time. One could argue that this is to the show's detriment as such efficiency hampers the madcap energy some scenes could've potentially had, but I think it works due to how well its done, making the production seem stylish and retro instead of antiquated and cheap.

I liked Spirits but it frankly did a pretty bad job of capturing the spirit of the Showa Rider days. The characters aren't really very recognizable and the overall tone is so heavily laden with grimness that it just feels like when misguided executives try to resurrect beloved old shows and make them 'hip' and 'dark' and 'mature' instead of preserving what people loved about it in the first place.

It took three years because they were developing the concept, establishing secondary world and the characters. Most of that job is already done, all it needs is script and funding. It took Nishida about three months to write 100+ minutes of plot. So after about half a year of scenario writing they culd very well start animating. Winter 2014 is possible.

It's funny because anime adapted like 220 pages per episode. Zetman anime certainly was bad, original manga is not great but it heavily relies on atmosphere. Anime completely flushed that which was pretty bad. It needed at least 24 episodes, slower pace and instead of story and "muh teenage problems and overblown drama" it needed to concentrate on the bloody atmosphere.

This was always supposed to be a toku show, didn't you see the promo art? Having that in mind, the 3rd post in the image I posted explains why it makes sense.
And SamFlam doesn't have the same type of story as tokusatsu shows. It has the same elements, but it goes beyond that. For example, they have the monster of the week, but they either put them all in one or two episodes or they just skip them because it's not the battle that matters. Obviously some battles will be shown but it's to show something else: their mecha, Masayoshi becoming accepted as the leader, etc.
Right now Gaim has like twice as many Riders as Ryuki had active at any one time.
Ryuga, and Femme were only in the movie, Verde was only in the special. You're down to 10.
Odin really only shows up for three fights, you're at 9.
Typically you have Ouja + one other villain Rider active (Scissors, Gai, Tiger, Alternative/Zero, Imperer)
So for most of Ryuki you have Ryuki, Knight, Zolda, and Ouja active plus 1-2 other Riders for the story arc. 6 Riders tops.
Gaim currently has 7 Riders, plus the 4 energy Riders that showed up. THAT'S 11 FUCKING KAMEN RIDERS.
