Because of the scrolling credits I didn't cut any frames because I thought it would look weird with the text jumping. Also this is my third time making gifs in my life.

This is my procedure:
1. remove duplicate frames, set delays accordingly
2. scale down
3. index colors and dither
The "optimize for .gif" option in GIMP just seems to remove duplicates and set weird delays that I have to change anyway.
Teach me your ways.
I just did the optimize option on the same frames as the first one I posted and it cut the size down to 1.6MiB. Not nearly as small as yours though, even with a smaller dimensions.

Basically I reuse redundant information from previous frames and only store information that has changed from the previous frames.

No scripts, it's not very difficult to do by hand most of the time and doing it by hand can really cut the filesizes down. It can get very time consuming on larger gifs though so I wouldn't recommend it there.
Modern video formats all do this to reduce file sizes but gif is a very old format and it does not by itself

Basically the first frame contains the background as well as the first frame of animation. Every subsequent frame contains only the facial expressions because those are the only things that change in that frame.
Ah, that makes a lot of sense. I have zero experience with image editors, but it seems you just cut out the changing portions and recycle the non-changing parts for each frame? I get the idea but I don't know how I would do that.
Actually that seems rather simple, you just create a transparent layer underneath and crop out all the static parts.
Pretty much exactly like that, the changing frames are arranged on top of the non-changing ones so they cover them in specific areas and you get a complete image.
Do you normally do that before resizing and indexing, or does it matter at all?
I cut the frames down first and adjust the delays accordingly. Then I cut out the redundant stuff doing that. Then I resize the image, adjust the dithering and lossy settings, and finally mess with the colors if I have to. I usually leave them alone though
