You mean the tendons, and yeah they can be reattached, as long as the tendon doesn't curl up deeper behind the cut. You still need months of physiotherapy to be able to use your fingers like before tho, and I'm not sure if you ever regain full use of them.

supposedly, you can't reattached them after a long time, (I think) however the stem cells will still be there, so when you reattach it, it will take I guess, some time, before you can completely move your fingers. the stem cells will continue to grow and grow.

Well the nerves carry the information, but muscles and tendons do the actual physical work, as far as I know. Could be wrong
