I dunno man. I had the misfortune of watching both seasons of Kuroshit and S2 and I'm pretty sure I'd rank it in my "top ten worst series I have ever seen".
They made a BS end for the first season, which I guess is to be expected because the source material wasn't finished, but then they decided that it would be a great idea to write an entire season based around that BS ending, which resulted in an even more BS ending for S2.
I can only hope that they haven't gone full retard and aren't planning to continue from where S2 left off and that they're just scrapping that shit and starting anew because holy shit, it would take some sort of genius to write them out of the corner they backed themselves into with S2.

Not always. Hogwarts arc was barely entertaining aside from a few moments. The Sherlock Holmes arc had its moments, too, but was otherwise dreadfully slow. It's not a good manga, but like I said upthread, I drop it every month, so.
The things that make it enjoyable at all are the fun side characters and the trainwreck factor.
It would be hard to get the rest of the cast together, though. Most of them are popular as fuck, and not everyone can do a dozen series at a time like HanaKana.

No, the anime is outright bad. I had fun all the way through season 2 though. It was so ridiculous and over-the-top that as much as I hated it, I couldn't REALLY hate it. That and Alois was a better character.
