I can't think of any anime where the second season is better than the first. It all just feels either repetitive, or too much time has passed and the charm has worn off.
The second season is twice as long as the first so the accumulated amount of goodness is doubled.

I'm like 10 episodes into the second season right now after picking it up on a whim about a month ago. I've been hooked since the first episode. It's like every time I turn it on I get waves of relaxation while watching. I'm only watching one episode per night to drag it out because I just don't want it to end. Aqua is just such a magical place, man.

Symphogear is very disputable.
S1 starts rather slow and needs a while to pick up, but then it goes overdrive into an awesome finale.
S2 has better character designs and Chris from ep.1 on, also lolis. But it's like a rollercoaster ride and never reaches the heights of S1 finale, in fact the finale is rather meh.
The finale and writing generally are very meh. Anyone who's been in the threads, and has a brain, knows why that happened.
Art and flashiness is indeed improved thanks to budged, but sadly, this doesn't what makes a show for me, especially after the BANG S1's finale's been.

Eh, there's plenty out there. As for comedy, I found the second season of Kore wa Zombie Desu ka? stepped up its game quite a bit.

I dropped S2 since it was only a collection of random fanservice episodes. S1 had an actual nice story.
K-On's second season in my opinion was way better then the first one. Better animation aswell, which is really rare in the second season.
I think we differ because I didn't like the story. I found the second season to be quite a bit funnier which was the only thing I thought it had going for it.
Code Geass was about the same level both seasons
Full Metal Panic was better later season,
Fomofu was just straight up funny and second raid was just awesome
I think it's also about how the show feels. Korean Zombie has a darker tone that fits better with a darker story.
Dog Days e.g. is much lighter so the dark story from S1 felt oddly out of place and S2 which was as well just fanservice without a story felt much more pleasant.
Although I guess those fall under "It was written as one show but they only gave us funding for 13 episodes so let's make half the story and hope it does well enough for another season"

In S2, they went all out. The result is the masterpiece of our generation. I always show the farm episode when I'm trying to get someone to watch milky holmes

Despite what one of the series claims, Nisemonogatari is the second season, and it is the worst Monogatari TV series.
