Why don't the super powerful characters in Nasu care more about the Holy Grail?
I find it strange that not a single dead apostle has bothered to mess with it.
Or the fact that none of the mages in the wars have been 'top level'.
Someone like Tokiomi or Kayneth were considered the strongest magi in both of the wars we've seen, but against someone like Aoko or Lorelei, they look like kids. The only actual person that fits was Bazett.
Than there's the Church.
Kirei is pretty strong, but he's got nothing on someone like Ciel.
I just don't understand why the Super Powers don't handle the Holy Grail War better when it can threaten the end of the world.
Because the threat level hasn't reached that level yet. If scrubs can end the Grail War by themselves, then why bother?
The Grail War is something like a curiosity. The Clock Tower doesn't know its true intent and workings. It's quite explained in ataraxia with Bazett.

Because they just don't know about it, it seems that it was at its biggest during the second war, but the interest faded and the magical world doesn't know the truth about it so they just think is some kind of quirky magical contest.
It's funny because when they finally understand what the whole thing is about, they try to stole the Great Grail away.
