So without chain jail to worry about, Killua would only have to worry about judgement chain which wouldn't really be a problem with his lightning movement

Kurapika is genius level intellect and we hadn't seen all his powers before the ant arc(2 or so chain things not revealed) and only after the ant arc did Killua become superior in speed with the lightning. In that time Kurapika could have gone god mode, who really knows, but during the auction arc when we knew how powerful they were in comparison there really was no doubt that Kurapika would stomp Killua.

Neither does sheer strength. HxH should have proven by now that even characters who are weaker can win in a fight. This show is more about tactics than it is about power level shit, with the exception of the clusterfuck of brawls coming up soon. Kurapika has very few defensive options when comparing to Killua's lightning speed, which can be used both as offense and defense. During the Ant Arc, Killua becomes a major force to be reckoned with. His main obstacles were mental ones and his gramps thinks he's finally overcome them. The only reason people don't realize how nuts Killua is is because Gon's power goes beyond logic.
Killua. He's faster, stronger, and the only way Kurapika could even get a hold of him would be if he was a Spider. Killua may not be able to pluck his heart out since Kurapika did stop bullets, but then he could just get electrocuted to death or, if Killua was being nice, into a catatonic state. Now a fight between Gon and Killua, I'd pay for that.
Does Kurapika fight in the election arc after this one? It has been some time since he fought Uvo, so I seriously doubt he's been dawdling while Killua made progress. It's not fair to judge until both characters meet again so we can see the results of the time that's passed.

We already know that some characters can be abnormally strong in their own respective category, so it goes to reason that a boost like red eyes would even surpass an established 100%. Also, ranks can be improved. Kurapika could work on improving all his categories by focusing on them when he is in his red eyes state, which is something Togashi would have to consider if he ever decided to continue his arc against the troupe. Kurapika is not stuck at stand still by any means.

Gon and Killua spend all of their time training (they don't even go to school), while Leorio's busy focusing on medical school. Still much higher potential than the vast majority of people, though, being a "rare human" and all.
