Anime is just the Japanese word for animation. In Japan, it would be called an anime. Animation, anime, cartoons, etc. They are all the same.

No, because it wasn't directed or written by Japanese staff nor was it made for Japanese audiences.

It was? Well it's not since it's 100% French, if it were a joint effort like Eon Kid (which is Korean-Spanish) for example, then it could be considered anime.

Last I checked, though, a good portion of /a/ doesn't mind discussing it and the mods won't be too anal about it.
So direction and the writing are what determine what is an "anime" and what aren't. That doesn't make sense especially considering animation is a visual art form.
Now saying it wasn't made for Japanese audiences does make some sense. Definitely one of the better ideas I have heard. But it isn't fool proof, an artist wouldn't restrict himself to one audience such as Miyazaki who has a world wide following. So not all anime is strictly made for Japanese audiences. Otherwise then Space Dandy isn't an anime.
Again anime is just a word. Matter of fact, it's a label. When it started to become popular and making its way into western video stores, people found it too violet. Remember anime then wasn't how we know it now. It was still too foreign. So Japanese cartoons were given their own shelves and a label. The label was anime.
To Japanese, it would be anime. Even stuff like Avatar, Family Guy, The Simpsons and South Park would be anime to them.
But elsewhere, they're cartoons, and the word 'anime' is used only for cartoons of Japanese origin.
