Because framing character close ups and long shots diagonally just makes it look like you have a crook in your neck. It looks silly.
I was never a fan of Mononokes style. Felt like it was trying to distract from fairly bland plots and weak pacing.

Color design, sense of space, how effective they are to the storytelling, balance, coloring, being overall good-looking...
But the shots on the right have no atmosphere.

1 and 2: shitty speedline things and lighting/shading, not sure whether to focus eyes on the figures in the foreground and background
3: WTF is going on? blob of light looks shitty. probably makes more sense in context.

I think 1 and 2 are from still shots just before break or at the end of episode.
You realise you missed one of the bigger mechs from Gurren Lagann, right?

High budget shows and films on the left side and low budget TV shows on the right

It's actually very simple. GundamOO is trying to focus on the mobile suit battle. Why should they show a beautiful scenery? It's totally unnecessary.
big budget does not necessarily mean good art direction.
things like kyoani shows have good animation, but rarely memorable art direction/scene composition

even if it did get less money than a series it would still look better and be better animated than your average TV show
budget is relative to composition
it's colour scheme and effort put into a show will vary depending on the level of artists you can hire
higher end artists cost more money you know
also you're looking at the shows static composition when shows themselves are dynamic
you can't judge a scene based off just a screencap of it
However, remember that Gurren Lagann had like a fucking lot of frames, and that shit equals pie.
What about the bottom two "shit" ones?
In fairness though, I wouldn't call the lower three shit more than generic and bland. They're not bad but there's nothing interesting about them.
People saying the one on the right is like that because it's a mecha, or that it's focusing on the action, are fucking retards.
Gurren-Lagann was a mecha, it focused on action, but it had good scene composition, it had a quality about it. So stfu, you can focus on action and have good cinematography at the same time.

Gundam Seed, Destiny, 00 individually had much more budget than Gurren Lagann and Dennou Coil combined.
Evagelion had some great composition and that was made had a few bottle tops for a budget.

Yes, but consider that GL 15 had over 22000 frames of animation, whereas an important episode in your normal series has around 12000.
I think it still equates to GL's being superior even against a high budget animu because even by normal standards it is so infinitely superior.
Anyone who says the stuff on the left are better than on the right should get a new brain. It doesn't matter how much money or frames you have, shit is still shit.
Usually when you make things like these, you make the differences obvious.
