Mostly just lewd jokes stringed together with the tiniest and most insignificant of plot. I quite enjoy it.
It starts out as generic toilet humor (including sex, tampons, etc.) and turns into a mix of toilet humor and character comedy.
The characters are decent so that part is pretty humorous, and the writing is very self-aware so that's neat at times, and the animation budget is hilariously well spent.
But the sex jokes do get old, so if you find yourself getting sick of them, think about dropping it.

How did the jokes not become stale? I tried marathoning S1 as well and got bored at about episode 7. Took a couple weeks off and had a blast again, though.
It will never stop with the sex jokes, it throws them at you non stop.
That being said quite a lot of them are extremely witty, and there are others that are facepalm worthy and groan inducing. If you like puns you will love this show regardless.

I think the quality of the gags makes it really easy to keep watching it. I'll probably watch til around 5 or so and then take a break. I think it's probably better that way, but I am not yet tired of the gags.

I'm fairly confident that it's the only series I've dropped in the middle of an episode. While I enjoy watching terrible shows like to-love-ru, this one just tries /so/ fucking hard to be funny at every turn, and fails cringe-worthingly hard every time.
If you're below the age of 14, you'll love it, though.
It's a standard high school anime, but with dirty jokes. The MC and one of the girls play the straight man to the other two and the sensei. Throw in a few other characters for the lewd girls to bounce their sense of humour off and it makes for an entertaining show, provided your refined sense of taste isn't offended by variations on a theme.
They're kinda in trouble with S2 though, because they chose random bits of the manga for the OVAs...oh well.
Like it very much, though I'll never forget Hagimura "english pera-pera" Suzu going "Mistaa, tahn weft, at, ze, post office, ahnd wahk, straight. Foh, about faiv hundrred meetaz."

I really disagree here.
I really like that they use minimal embarrassment humor, some of the setups are really good, and some of the gags are surprising.
Also, I haven't seen any Japanese show that gets quite this consistently vulgar, to the point where I was wondering if comedy was just that incompatible in Japan.
Some of the jokes are lowbrow, but some are also just really well executed.
I think your complaint is like calling a stand-up comedian someone who's trying too hard to be funny-- that's the whole point of this show.
I'm pretty sure people only watch it for the girls.
