Here in Poland we do clean up our class rooms.

Every classroom is dedicated to a specific subject like Polish or History or whatever, and has a teacher assigned to it. If that teacher is the homeroom teacher of a particular class, the classroom is treated as the "home" classroom of that class, that's wher homeroom classes/organizational meetings happen, and the class is in charge of keeping that classroom clean, flowers in pots watered and so on.

Classrooms which aren't a home classroom of any particular class get cleaned up by the last class to have classes there in a particular day and are otherwise maintained either by staff or by a specific group organized by the students (usually via the student council), depending on the school.

Yes. Basically any non-profit NGO that is (theoretically) open to anyone and has some sort of regular activities for people under 25 can get a bunch of free money. Political groups and "studiecirklar" that actually have some sort of academic connection gan get even more money and sports groups (particularly for kids) are probably the ones who get the most money by far.
Seems to work for keeping the average kid active though.

We have school festivals (it's traditionally called "the week of the school") in my country.
It's a whole week in which the higher grades take control of the school and make events, games, shows and parties, alcohol is obviously forbidden but they deal it to the lower grades and visitors anyways, the teachers normally tolerate it.
With the money they make in that week they pay for their graduate vacations.

My school had some clubs but they were never as involved as the elevens portray them. The chess club was not a cohesive unit of friends, it was just that one teacher's room was open on thursdays for students to come play chess in. We also had honor societies but those sucked and you were basically forced to go to meetings.

My school had what amounted to a cultural festival one year. There were various acts on the main stage, people brought and sold food, the community was invited to attend, it was promoted well ahead of time, etc. But it was nothing like the animes, since American high schools are prisons with green walls. No crazy after-school antics, no staying over to prepare, no crisis that suddenly needs fixing and no large amount of clubs or classes doing their own thing.

My school tried to implement a some sort of student council for elementary school. It failed miserably. I ended up 2nd in the election for the student council president which is hilarious considering how much of a loser am I now.

My school didn't have sleepovers but we did have a lot of festivals for sports, culture and stuff. Only really shitty schools didn't have them, and I'm from a 3rd world country.

Then the year after I graduated another teacher took over and shit got real, he made it a legit club where people practiced and had strategies and specialties and all that. From what I understand it wasn't fun after that.

Of course we never did anything to promote ourselves though and only went to competitions that we lost.

I left school almost 10 years ago, but tending to flowers, washing blackboard and making bulletin is nothing like the cleanup duties in japan. You don't wash floors, as far as I remember noone actually changes shoes and noone cares about flowers. If you had space between walls and bulletin there would be filth behinnd it remembering times of USSR.
