Well there was some reasoning for extending the Shinji holding Kaworu frame besides budget. It shows that he was struggling to make the decision and found it very hard to kill Kaworu. But 62 seconds is a bit silly.
The elevator scene was kind of interesting because I was expecting one of them to say something profound after a ridiculously long silence. By the end I just felt like I had been trolled.
Though the funny thing is that all of these frames became famous just because everyone had to stare at them for so long.
It's weird how they work so perfectly in Eva. They only really help to set the tone more than anything. I know if any show tried to replicate it today, it would just feel like they were trying to be cheap with no redeeming value.

Praising cheap tricks to get around budget and even calling it "deep" or "art" is pretentious wankery. I agree with him. Those moments were torture to sit through and you people put this show on a much higher pedestal than it deserves.
It's just that these scenes made some amount of sense and had some significance besides just cost-cutting.
If Eva had had enough budget, I'm sure they still would have had these same long pauses, albeit probably shorter and with some actual animation.
I can't find a single person saying anything about Eva being deep or artsy, just that they're appreciating the good use of moments like in the OP
They're giving the series more credit than it deserves for cost-cutting, but no one actual said it was "deep" or "art". Most of the posts are just about how it was smart to choose to scrimp on drawing frames at those moments, since it's natural for long pauses to be there.
I will admit that they got pretty boring once you realize you've been looking at a still picture for over half a minute.
