I don't look at it as "Hyper oats" being stupid plot device. All it is is a stupid name. the idea of a virus/bacteria wiping out the food supply is an old one. And while it didn't necessary fit the "catch a murderer" theme of Psycho Pass, If you just watch it and replace "hyper oats" with just the word "wheat", then its not such a strange concept.
