Well with the hair, I think it's because big, voluminous hair (and especially fringe) were really popular, so anime reflected that.
Now, no one gives as much of a fuck.
Anime's evolved into more of a cute style. Softer shading, rounder features. Sharp and angular is mostly for cool characters.

You guys should see how people bitch about how video game art in JRPGs have changed. They always blame Anime.
isn't that really that good of a representation since as a rule males in anime are drawn much more realistically (pronounced noses, lenticular eyes instead of elliptical/circular, hair that usually obeys gravity, musculature, etc) than females. That means there's less variation over all.
