Yup, it is still successful because its Japan and they adore Jojo but its one of the lowest selling and worst received series there with only Stone Ocean on equally low footing.
The only ones who I think really liked it consistently over there were fujoshits, and you can't really blame them what with how man pretty the characters were. Remember that fujoshits are a massive part of Jojos fanbase and also that the Japanese have terrible taste which is why series 5 runs for the most well received Jojo in Japan

Series 5 is super well received because it is literally a perfect storm of the crap Nips love. You have SUPER generic shonen, a lot of fighting, everything is foreign but is also super Japanese at the same time (they like different but not too different), and you have tons of androgynous men who look like they all go to leather bars so the fujos love it. Series 5 is DESIGNED to be successful in Japan and it shows Araki's taste that he actually rates it as one of the lowest Jojo series.

In response to OP's question, there are several anime I can think of that feature white protagonists, include no Japanese characters at all, and never even mention Japan in passing. 3000 Leagues in Search of Mother and Rose of Versailles are two excellent examples.
There are plenty of series,that have white romance interests.
