Why does it seem like Japan is the only one that does this? You get your voice actors, whose job it typically is to be pleasant to listen to, have them record a song in character, and cash in. Seems like a winning arrangement.

Geass has a shitton of image songs, most them good, it's kind of nuts.
Lelouch has 3, CC 2, Shirley 2, Rolo 1, Milly 1, Tianzi 1, Nunnally 1, Xingke and Gino get a duet for some reason, Kallen has 2, and I'm pretty sure Kaguya and Suzaku both have one apiece.
