So that's might be why shoko characterization was so thin and she got virually no development at all in S2. She was conceptualized to be a fodder character no need of further development given to Saki and Akira.
At least with Saki and Akira they still had decent development and stuck to it. What they did with Shoko made no sense and went against everything they established about her in S1. It really feels like they just didn't think this far ahead and the whole bakemono betrayal was a last minute change with no time to develop properly.
Except the level of development with saki and shoko is pretty much the same, shoko's path was the path of becoming a leader and having to face the consequences, saki was just from being a selfish bitch to being a not so selfish bitch who fell in love with the man who mindlessly raped her.
In any case saki's entire development revolved around haruto, shoko's scarcely seen development (in season 2 for the most part) was a gradual thing that was nurtured by L-Elf. Arguably the character with most character development is either Akira or A-Drei.

I just marathoned this and I feel like Saki is one of the few idol heroines done right.
Why? I felt the one thing that truly stood out about her as an idol was that manager thin, and that only lasted one episode, they promptly forgot about it afterwards. She could have not been an idol and it wouldn't make a difference.

She doesn't randomly sing in the middle of a warzone, but she uses her songs to garner aid and support. Just a few little things here and there.
That whole fame thing lasted like 1-3 episodes. She used like 1-2 songs. Her social skills are pretty much negligible and/or barely relevant for 90% of the show, In fact in season 2 she barely interacts with anyone in a meaningful way, 95% of the time she was talking to either Haruto or herself. The Idol thing could have been dropped entirely and it would not have made much of a difference, save for the dancing Carmilla, and even that could have been asspulled without the whole idol thing.
Only her contract termination and bullying by the other stars was shown. The shadowy woman who has scissors and the fatass man who slapped her is only shown, implying to be her parents if you go by Saki's statements earlier.
Only her side story manga explicitly described the events of her idol past.
