What makes most sense is keeping consistency between ranks which is something the subs don't do. They call A-drei captain and lieutenant in different episodes. If you change A-drei to lieutenant you have to change Cain to captain and ignore the list in pic related for other ranks.

I would pick !sazyEASpms' translation, if that is the correct one. TBH, English subs are not that great and if there is an error in the subs, there is no need to keep said error for consistency on other medias.
Depends on the episode. They call him both captain and colonel in different episodes because they're not consistent. See http://en.wikipedia.org/wiki/Comparative_military_ranks to see how it works.
If you go with the army ranks: Cain is a colonel and A-drei is a captain
If you go with the navy ranks: Cain is a captain and A-drei is a lieutenant
Online dictionaries and rikai agrees that it's a correct one (大佐 = Colonel, 大尉 = Captain).
Make no mistake - both translations are correct. In Japanese the kanji used for an army colonel is the exact same one used for a navy captain. This applies to most (if not all) the other ranks. Without any context they can be translated to both of them. This is why there's inconsistency in the subs.

I know navy terminology is used a lot in space setting but they're referred to as the Dorssian army and not the Dorssian space navy. I don't think either is wrong though.

This Japanese guy you're talking about is either fooling you or he knows Chinese. Japanese people can understand a couple of words and ideas sometimes but the summary makes no sense whatsoever for a native speaker unless you know basic Chinese.
