Well, all those shitty children show's with the animals and stuff have no fan service, but little quality as well. It's a general rule of thumb that if there is a lot of fanservice/pointless fanservice, they are trying to make up for substance, but it's certainly not always the case, and a lack of fanservice has no bearing on a show being good.

That's the problem with KLK in my opinion. It is aware of the shonen powerlevel transformation powerup fanservice revenge plot cliches and even parodies them to some extent, but fails to transcend beyond that and go it's own path.
