The only reason Madoka Rebellion deserves an oscar would be for the incredible production. The story and character development were not memorable enough, and although the story is "mature", it isn't in the way that would appeal to western audiences. It's too niche for the academy, who have shit taste anyways.

The awards are geared (unsurprisingly) towards American productions, and the only way a foreign animated film would have a shot is if it achieved a certain measure of success in American theaters. Miyazaki can sometimes sneak away the award, but he's got Disney backing him and his buddy John Lasseter to promote him. A "Nobody" like Urobuchi would probably never even be nominated, let alone win, even if he directed the Greatest Animated Feature Of All Time.

80-some theatres in US/CA. Its actual oversea gross isn't much in the grand scheme of things (only about #25 for her opening weekend), but per-screen-average was fairly high. Overall it probably grossed over half a million dollar or so oversea.
Box office results for an independently distributed film are spotty at best, so the usual places are not reliable. Still, the bar is not very high, so Rebellion did well enough to be the best non-Ghibli anime film opener since 2004, and best non-Ghibli Japanese film since 2005 in the US box office.
