South Park is one of the few shows to do anime parodies right as Matt and Trey are huge nerds and have watched plenty of anime. They actually respect it and understand it so they know just how to poke fun at it.

Hell, even KinMoza had great English, unless you want to nitpick over the accent. And even in that case, what about the English episode of Ika Musume? What's-her-name's English sounded like a native speaker.

Apart from the accents, most English in anime is pretty accurate. And you can't say South Park has perfect Japanese accents, so they're about equal.
Tiger & Bunny had almost perfect written English, except for a couple of fuckups.
Not sure how 'let's believe heroes" got through, considering they bothered to write entire grammatically correct, context-appropriate news articles that only appear on screen for like 2 seconds.

Also Powepuff girls is a given. They tested the american version in japan before Mckraken sold the rights and PPGZ was sold and then it did well over there they dubbed it and put in on cartoon network.
