What's the best 3d program to download if I just want to rotate models and use them for art reference? There are a lot of XNALara models on deviantart but I was wondering if there's a better program and place to download models from. Thanks.

Use blender and find xps on devianart for that.
You probably want to pose them so you will have to get familiar with some of it, posing and maybe a bit of lighting. There are tons of tutorials that will explain what you need to know about the program to pose and light the character.

I am not familiar with the xnalara, so I am not sure what limits it has for setting up your scene.
With Blender you don't need to learn much to set up a scene to your liking(pose, lighting, lens)
And you should find the answers to all questions that will arise fairly quickly by doing a quick search on the internet.

blender 2.7 is pretty quick
2.8 lags from what I hear/see

exporting xnalara models into obj, then importing the obj to blender is the easiest way to do and has less errors
