Probably, I have computers with whatever paste came from the Dell factory over a decade ago and there more than fine, just dust it out and check and see if your cooler is working fine still.

would you consider arctic silver 5 a good paste? I just had to change mine out after 2 years of use. My cpu was idling at 50c and would cap out and underclock the cpu at 70c. Changed out the thermal paste and it idles at 35c, never goes over 60c now full load.

No, Arctic Silver 5 is outdated since it's conductive and requires curing cycles. Noctua NT-H1/H2 or Arctic MX-4 are what I would suggest.

Different paste brands is a meme. Theoretically, you can crank temp down by 1-2 degrees, practically, it all comes down to you stop being a retard and smearing it all over like you're making a sandwich. If you really want to bring your temp down, install a single front fan or think about getting those compact liquid cooling systems for $175.
